in_city flag needs check for W1 #12

Need to check in in_city filter for W1 as filter removes lots of minutes of data according to Shelby working on PhD analysis. @bthierry-udm maybe check or just we can discuss at next TDT.

Not completely impossible. The in_city flag is bound to the CMA limits. A quick way to test it would be to map the GPS fixes and display the in_city variable. It should follow the CMA. I can't do it myself as Conor as dropped all ToP tables from the pg database.
