BaseAI isn't informed when they befriend Chirr. #412

The new friend isn't set as a follower(BaseAI.leader) of Chirr. Was initially reported in yekoc/Risk-Of-Rain-2-Mods#12, could be considered WONTFIX depending on desired behavior on SS2's end.
