When using Proliferate and obtaining Ancient Scepter, Tour De Force and Proliferate alternate being active with each cast. Exploit works perfect fine-staying upgraded though. So it genuinely seems to only be an issue with Proliferate/Tour De Force. And as a follow up, upon picking up Ancient Scepter, after the first time cast of Tour De Force there is no cooldown between the next cast-which is Proliferate (obviously, as stated).
