Extending OC integration #4

Extending the OC integration to make is possible to do things simular to TCC control from OC programs

Extended the Remote Card:

Added getThottle() method
Added getBrake() method
Added info() method
Added consist() method
Added getTag() method

(Also did some ingame OC method doc cleanup)

Agh damn, I think I messed it up here and made the PR to branch "forge-1.12.2" and not "1.12.2-forge" as my code was branched from. Should I close this and open a new PR or can this be changed on the PR?
