Completely emptying a liquid hopper--whether manually with a bucket, or letting it drain into a tank--won't update a comparator reading from it.
1) Place a comparator next to a liquid hopper. 2) Add any fluid to the liquid hopper. 3) Drain the liquid hopper.
The comparator gets updated when the liquid hopper is drained.
Originally discovered using 1.18.2-3.6.1-29 on my personal modded instance.
