Adding chunkloader upgrade for Drone. Based on ProgrammableController logics.

[x] add manual page
[ ] support other (not programabble) drones?

Now ready for review and merge.

I couldn't decide to support other (non programmabble) drones. I want your opinion.

Sorry for the delay, I do want to merge this. Just haven't had the time recently, but I hope to take a closer look in the next day or two...

Regarding non-programmable drones, I would say no. Those are cheap basic drones meant to be used for a convenient early start, and shouldn't have too much functionality.
