Harvesting Drone gets stuck attempting to navigate to impossible location #1300

Describe the bug

I am designing a stacking farm and have been able to consistently reproduce some pathing issues with the drones.

How to reproduce the bug

  1. Build 2 21x21 floors of farmland (add water where necessary), with 5 blocks of air in between. (Refer to Figure 1 for a possible configuration)
  2. In the center of the bottom floor place a chest with a hoe in it
  3. Place a harvesting drone with a standby upgrade on top of the chest in the center
  4. Plant crops on both floors
  5. Wait for crops to grow
  6. Observe as the drone gets stuck attempting to reach the crops on the floor above, but can't because it runs into the floor

Expected behavior

The drone should recognize that the crops on the top floor are unreachable, and go into standby mode to preserve power
