How should we make decisions as a group? #1058

There are a number of times where we have needed to make decisions, that aren't always clear just from the replies on the comment thread. The best example I see of this is #1034, but there are others as well. How should we make these decisions?

I think using an external website or tool to do this would be the best. Basically have a protected description on the site or tool that cannot be changed.

My general proposal is that we have a period of proposals being open, and then we create a vote after that that uses a ranking system.
