Add preferences file #8

It'd be cool if we could give the user more control over some of the settings used in Remote. This could be done rather easily, as the Sublime API supports creating JSON preferences files for plugins.

Things we might want to allow users to configure:

[ ] Initial port used for the handshaking/protocol negotiation socket
[ ] Character set?
[ ] Size of packets sent/recieved?
[ ] Size of patch buffer (as proposed in https://github.com/TeamRemote/remote-sublime/issues/5)?
