Fix: AI gets upset where it starts a colonization goal where the system already has colonized planets by someone else.
Fix: Do not create radiating suns if the first planet is habitable.
Fix: Do not select closest volcanic planets to radiating suns as a potential for orbit shift change event (making it habitable).
Fix: Building list and troop list are deleted from a planet if it was a habitable volcanic and transformed to barren/desert - cause strange issues with the planet.
Fix: remove queued building if they cannot be placed on the designated tile anymore.
Fix: Colony screen stuck and may crash if pressing arrows to move between colonies if all colonists are die when the colony
screen is opened.
Balance: Reduce env change chance.
