Dune: abilities don't upgrade to lv5leadership, megacures etc #24

Dune: this issue refers to the Wesnoth 1.13.x/1.14 branch

In sxc_0.2.118+dune, the abilities don't upgrade at max level. See with both the tagged Wesnoth 1.13.11, and with the current trunk 1.13.11+dev 7637a36c3f82cea8854baf89196cfae194631e05.

Solved in the merged bugfix.
