Config change - Enable High Oven

The High Oven is a Tinkers' Complement multiblock. It can produce steel, pig iron, and knightslime through mixing. It can produce steam through heating, an easily-renewable alternative to lava (this is balanced as steam has a lower temperature than lava, which means there are certain things it cannot smelt). High Oven melting can also produce slightly more material per ore than the Smeltery, at the cost of low storage and being slower than the latter. As it is currently disabled, tcomplement steel items and blocks may be conflicting with Immersive Engineering and causing crashes by render issues and unusable steel ingots. As tcomplement also adds their version of chisels as a tool, I do not suggest removing it as there are players currently using these chisels.
