You didn't even say what device, but is this error causing some issue?
It's doing it on the HTC M8 and if you Google the error message I provided you'll see that other devices is having the same problem. You asked if this causes a issue and the answer is yes because some rom self installers ask what carrier will be used and if TWRP fails to mount that carrier then the installation stops and is corrupted.

The /carrier partition has nothing to do with carrier selection in ROM installers. Where's the recovery log?
There might be corruption on the device, which is what that error might indicate, but it's doubtful that TWRP is the cause.
If the carrier partition has nothing to do with rom installers like Viper, then I think you need to redirect the question to TWRP. Ask them why the recovery gives the error message. It's the right thing to do because I'm not on dev. team.

I am the maintainer for the M8. As I said, the TWRP error message may be revealing some corruption on the device, which isn't a TWRP issue. So I'm not sure what you're trying to get at.
Versions.2.8.1.0 all the way up to 3.0.2-0 gives this message, Failed to mount'/carrier'(Invalid argument) and I'm on the AT&T network This happens while installing 6.0 marshmallow roms. This doesn't occur with 2.8.0.3 and below.
