chef: img boot fine, but after flashing installer, and booting to recovery it's stuck in twrp splash screen

Device codename: chef TWRP version: twrp-3.7.0_9-0-chef.img

WHAT STEPS WILL REPRODUCE THE PROBLEM?

Go to fasboot mode. fastboot boot twrp.img Loads twrp. sideload twrp-installer-3.7.0_9-0-chef.zip. Reboot to recovery. Twrp gets stuck at splash screen.

WHAT IS THE EXPECTED RESULT?

Twrp should laod fully from device after installer is flashed.

WHAT HAPPENS INSTEAD?

Gets stuck on twrp splash screen

Was never able to boot official recovery after installer flasing in recent times.
