Replace current Perceptron POS-taggers with deep models.

It's necessary to update at least the Old Irish POS-tagger to a neural model before it will sufficiently effective for POS-tagging the Wb. glosses.

When this was last discussed earlier in the year it was determined that we would focus on a single LLM which should be sufficient for most languages. To date this has not been done, however, as it is no longer necessary to train individual deep-network POS-taggers for languages, I'll consider this issue closed.
