Add languages to file upload page. #8

Languages available to users so far have been hard encoded, but should represent languages supported by available technologies like POS-tagging, etc.

This issue is being opened to update the dropdown menu shown to users when they upload a file so that they will be able to select a primary language for their document at upload, and can choose any supported language.

This still needs to be done. I think Bernardo had hard-encoded languages last time I checked, but the goal was to check ISO codes of current UD files and other documents uploaded to the workbench, and automatically populate the list with those languages.
