This seems to be a similar issue?

CNN on CNN TONIGHT (CNN): They're incorrect and CNN said also that I got the 10 million figure right, that his plan would leave 10 million people behind, and also as you just read that actually part of his plan does require people to buy in.

Not if you were on Medicaid, but if you have an income that's a little bit higher than that.
