This PR adds an encrypted configuration that tells travis to send notifications to our development slack.

Just a note that the travis encryption script reformatted our yml file. I'm... just going to accept that maybe the format travis wrote is the format travis prefers.

I appreciate these are famous last words, but since this is a dev ops PR and it is JUST about adding travis notifications... I'm going to merge it without a code review.
