Slack alerts for new claims #79

There was a past tool that would post new claims to slack, we should look into that as an alternative to email subscription.

This is / was a scheduled alert similar to email (as opposed to a real time alert)

I would also like to re-up this, since I think slack alerts will be more visible to our team on a daily basis, especially concerning the staging server.
