Pick a web hosting provider: Heroku #1

As a project planner, I want to pick a web hosting provider that perhaps can offer nonprofit discounts so that we can keep costs low.

E.g. heroku, google cloud.

Using Heroku for now.

Can migrate to AWS later if we need and get a discount.
