add buildpack v2 #19

Oh I was wondering why my app didn't exist anymore, haha, going to branch again so I can move on.

oh. hmm. That's a little jarring for the workflow. I'll think of something that might make both (a) PRs with review and (b) a consistent dev-instance per PR on heroku work more seamlessly

Oh I think if you merge it gets promoted to staging so that's probably fine, I'll have to look tomorrow
