Create a Gihub page for Anomaly Detection module in ML Deep-Dive

Motivation

Our only resource for the anomaly detection module is currently the following link: Anomaly Detection Techniques in Python

This is far from the most digestible read and does not cover the topic adequately. We have decided to create our own internal curated module for the same.

The table does not convert properly.

This is how the table was intended to look and seems to be rendering that way on GIthub.

Was trying something with bullet points inside the table, but not liking the end result. Drop list styling? @Maxscha @MerlinSchaefer

The problem was the missing line above the table. The list is not working though, and a quick read in the docs also sad that this is not (sadly) not supported :(

Should we include some of the Andrew Ng Coursera Material on it? See here Or at least cover Gaussian Approaches?
