[1.12.2][2.4.18.92] Liquid Manager issue with chunkloader and thermal engine #134

Since the chunk loader actively draws power, if you use this in combination with a thermal engine and use a liquid manager to fill water. it will constantly drain causing the liquid manager to keep filling in an infinite loop.
