[1.10.2][2.2.0.86] Cart will not lay tracks below height 64 #92

I have tested this with and without the bridge builder and with and without the height controller.

This occurs below height 64

My cart with a mining drill will proceed to the end of the track, dig a single block down in front of the final piece of track, leaving a 1x1 hole. It will then turn around and head back. If the track ends in the opposite direction, it will do the same thing and then will be stuck going back and forth.

I decided to test this out with a descent from height 68-59. Once the cart reached a height of 63, it refused to lay anymore track and turned around.

However, if I take the cart to the bottom of a mineshaft, down at around height level 15, it proceeds to work again, placing track and drilling a 3x3 tunnel without issue.

This was tested in controlled conditions without any nearby liquid and a tunnel that I dug myself to eliminate other errors and I'm fairly sure this has to do with height level 64, approx sea level.

I was in the desert biome when experiencing this issue.

I have no knowledge of coding, but from appearances it looks like the module for the drill takes a higher priority than that of the railer, causing it to mine then fail the placement for the rail.
