Well I have downloaded Technic many times and never have I been able to get anything playable to open. I'm stuck on the launcher and all it does is say 'loading' on all the modpacks. The ones that are meant to be there automatically aren't even there. Then when I use my scroll wheel everything then says 'Add new modpack' and right below 'OFFLINE'. I can click on it and it will come up with the delivery url thing but that doesn't work either. ANYWAY, I finally got something from my computer, which means absolutely nothing to me. I hope you can help.

This can happen when something is disabling IPV6. A common culprit is a malware called relevant knowledge. Go to control panel -> programs and features and it should be in the list of installed programs and let you uninstall it.
