Feature Request: Global DHCP settings #744

Have global DHCP server settings that apply to all scopes (such as DNS servers, CAPWAP, NTP and other DHCP options). Manually entered options inside of a specific scope should overwrite the Global options.

Similar to the same functionality as Windows DHCP server.
