ShootBall should move/hold the arm up for a longer duration #3

If the robot tries to shoot while on the edge of the ramp, the angle of the ramp along with the arm not being out of the way long enough causes the shot to get stuck.

The arm needs to stay up out of the way for a longer period of time to enable shooting from close range / on the ramp.

This should actually be refactored into a command group.
