Timing inconsistencies and performance issues #48

Seem to be having quite a few loop overruns on the Rio2 (real robot) with almost everything in master now. I think the primary culprit is Swerve but not necessarily the SwerveOdometryThread.

Ideally, we should dig into this before competition matches start.
