Encoding of team names on bulk run import #81

I am not sure if this bug is already resolved, but team names that contain special characters (everything except ASCII) can't be imported successfully with the bulk run registration. So these team names can be successfully added to the system manually, but the bulk registration fails because it can't identify the teams due to bad encoding.

This problem is solved in my repo's version (for Japanese competition). https://github.com/rrrobo/rcj-rescue-scoring-japan However, it has not yet merge to this repo because of the wide variety of changes.
