Player can't move while tagged #9

Player keeps receiving You can't enter a safezone while combat tagged even when not trying to enter safezone

Thought everything was a no-pvp zone if World Guard Wasn't installed. Fixed as of commit fe58462ff46ffdbf3873ba1e9c47db987cb9a79d
