Enable PyPI installation #1

Hi, Thanks for building DeepGSEA and I'm carious to try it in a few of my projects! I have a question - is there any plan to submit this into PyPI for easy installation? Adding setup.py or pyproject.toml file would be a good place to start. I'll be happy to add a PR for this.

@Teddy-XiongGZ can you share the python version you are using for this? I have a bit hard time with installation.

Yes, I'm using Python 3.9.6.

Cool. I tried to set a range of python versions in #2. Hope that helps
