Refactor Mind Merge #71

Make Mind Merge pull its beam tier flat crit from the correct config key (was prefixed SOUL_MERGE)
Rename the corresponding variable in X2Ability_PerkPackAbilitySet.uc
Add configs for flat stat boosts (independent of Amp tier and Psi stat)
Reorder config and declarations
Refactor effect and template code

Tested with a tactical save with Mind Merges, they seem unaffected.

TODO in a later PR: write ability tag expander code
