when change the .sitemap file, Notify Browser or Android app to update UI automatically #300

What steps will reproduce the problem?
1. Change the .sitemap file, want to add an item in the UI.
2. But Browser or Android app donnot update their UI automatically.

I hope when openHAB server detects the .sitemap has changed,  notify Browser or 
Android app to update their UI automatically. 

Now it cannot, every time, for Browser or Android app, it need people do 
refresh operation to update their UI.

Changing the sitemap should be some very seldom thing to do, once the system is 
set up. Requiring to manually refresh existing client connections is imho 
acceptable.
