[Designer] Refresh configuration directory #415

1. Feature Description
In the designer, add a capacity to the refresh the current configuration  
directory so that it reflects files that where created there

2. Example Use Case
Open OpenHab Designer
Create a file in the configuration directory (itemps/sample.item for example)
Hit refresh button
The sample items configuration file appears.
