[Designer] Add "New File" button #416

1. Feature Description
Add the possibility to create a new file directly from the designer. This could 
apply to sitemap, items, rules, scripts, ..

2. Example Use Case
Right click on the "Items" node
Select "New file"
a sample.items file is created in the godd directory
