This comit updates the PR #268

Update Forge to 32.0.75
Update mappings to 20200723
Update Gradle to 4.10.3
Updated method names
From Forge 32.0.67 the commands are fired using a dedicated event
Updated the minimum version of Forge
Eliminated mods.json in favor of mods.toml, also eliminated process_mod_info.gradle as it is no longer useful

The standard does not include a JSON file, and the same information contained in that file is written on the toml file.
