Added a balance config option to disable obtaining the block or product via non player mining Tested in SSP and Multiplayer environments with both standard and nether variants. https://youtu.be/JNgWAdFcm40

Some formatting nitpicks before I merge:

BlockROre spacing is 4 spaces right? Not 3 spaces and not tabs. The diff looks odd.
Could you tidy up the whitespacing and general formatting? Just follow the same formatting as the other classes.
Lastly, could you squash the commits?
