SpaceNeovimIsLayerEnabled() does not work as expected #31

SpaceNeovimIsLayerEnabled() always returns 1 regardless of whether a certain layer is enabled or not. This function depends on g:spaceneovim_enabled_layers which does not exist at all.

Sorry, I messed up with GitHub cross-repo reference links earlier and had to amend my commit message several times to get it right. :stuck_out_tongue:
