Is your feature request related to a problem? Please describe. I want to add a project for snapchat filters using Python. This project will be using libraries like opencv, numpy, matplotlib, etc. for adding filters to any image.

Describe the solution you'd like I want to build this project it's a kind of machine learning but it will not be using any kind of data sets for doing this work.
