Describe the solution you'd like The bot gives tags like : lgmsoc21 level0 level1 level2 level3 under review changes requested

Describe alternatives you've considered A clear and concise description of any alternative solutions or features you've considered.

@srisatya1197 Do you want to create a bot where labels can be given by the participants? We don't need that.

No If you add tag to any issue or pr, the bot gives a message. It is given by the project handlers. I want to show you how that works by sc.
