Full rework of Bot

Replaced youtube-dl with wavelink
2 is fixed
1 is partly fixed
Added Spotify playlist support too

Issues remaining to be solved

loop issue is still there as it is not looping in spite of the message being displayed
queue works but whenever we add a new song current stops playing but is visible in the queue
Added a panel but some issues still remain with the panel

@TejasNair9977, do look into these issues. I'm getting another issue while working locally so i directly pushed it from repl
