Says all assets are loaded, but continues to launch the main game

Im trying to play a bbpanzu mod and ive set config to my exe and copied my assets to the correct folder (I dont know if i should have had to do that but it was saying there were missing folders in assets) But no matter what i do it just launches the base game with no mods. Ive been at this for like two days and cant find any tutorials that fix this issue.
