Android Navbar with Material 3 #1603

Description

The current navbar is using the old icon component that allows a weight change and it's no longer supported by the system.

In order to avoid a breaking change a new navbar with the Material 3 definition will be added to the mobile library solving this problems, so users can migrate to the new component and gradually deprecate the old one.

Sacamos esto de la release, no?

Context La actualización de las navbars no es automática en Android, sino que requiere una update en la librería de Mística.

Es necesario actualizar specs de la navbar para adaptar la anatomía y las variantes que presenta la update.
