Updating hieradata to version 5
Updating PDK to latest 2.1.1 version to clear warnings in workflows
Adding matrix tests to ensure that all major puppet versions are covered

Thanks. This is a simple pdk update for the most part, so not much for manually done changes apart from testing all Puppet versions and the simple hieradata bump. I've finished Windows support that I can submit after this PR is merged.

Thanks! Tested locally and thus forgot to add your runners. My bad 🤦‍♂️
