I also can't create a new account. I tried multiple SIM cards from different mobile operators bought at different times. I tried to insert it in different phones and tried to wait a few days, and a month. Tried app version 8.8.5 and 9.0.2 on two smartphones (one with LineageOS 14.1 and another with stock Android). Always the same result:
The app says a code is sent, but nothing comes to my phone. Then it says it's calling me to dictate a code, but I get no call. No errors, just nothing. Calls and SMS to/from local numbers works fine and I was able to register Signal to that number. A year ago I was able to create a new Telegram account using my current phone and this app. What could be wrong now?
I need an account, please advice.
It have been blocked by telegram server. Neither FOSS Telegram or FOSS Telegram Desktop works. You have to download proprietary google Telegram App.
Can this eventually get fixed or will new accounts on Telegram FOSS work no more?
A workaround/fix would be to restore your account with your personal code you got from the non-FOSS version when starting the FOSS version, but that needs an extra dialogue to be implemented.
Perspectives are not good, probably won't be possible to create new accounts without official apk anymore
Wouldn't it still be possible to use https://web.telegram.org/ to create an account in a fully FOSS way? Logging into Telegram FOSS after that should then send a code to the account logged into web.telegram.org instead of a SMS.
It definitely sucks that Telegram would be blocking third-party clients like that but this seems like a possible workaround.
I think both web and desktop apps can't be used to sign up for a new account anymore.
Telegram to No Longer Support SMS Requests from Third-Party Apps According to a recent message that was broadcasted to third-party app developers, Telegram plans to no longer support SMS requests from third-party apps, meaning that users will be able to request SMS verifications only from official Telegram apps.
The change is set to go live on 18th February, at 13:00 UTC. After that date, authorization codes for third-party apps can only be received through official Telegram apps. The message also asked third-party app developers to take necessary actions before that date.
First, blocking signups via Telegram-Desktop, then switching to login codes via email or login with Apple/Google instead of SMS. Now, blocking 3rd party mobile signups. Sending international SMS is probably burning a hole in their pockets.
When user tries to register new phone number, she is asked to provide the code that is send to the number via another device. This message is wrong and very confusing, and should be replaced by an error message. Maybe even suggesting to use official client to register an account.
I've been using Telegram FOSS for ages, on a Fairphone 3, now with Android 12 and /e/OS 1.15. I just got a new SIM card - previous still operational, and both in phone. But the Telegram options for changing my number didn't work. Tried a few methods, no luck. What I have now: Telegram (standard) installed from downloaded APK - took out old SIM and left new one in, so Telegram installed like a new account, and then in settings did "Add Account" and now all the existing chats are there.
But I would like to use the FOSS version! Closed the new (standard) Telegram and opened the FOSS version, confirmed the other account using the old number was also me, and then tried the "Change number" option - of course got the error message that the number I entered was already in use.
Any ideas about how I can get the FOSS Telegram to use the new number? Thanks!

I unable to create new account using FOSS telegram, SMS nor calls not comming. I had to download google play version to make it work!
