No firewall rules, no vpn/proxies other than telegram's, no windows network problem(other apps work just fine, and I have reset the network settings), even telegram works great with other vpns but it doesn't with its mtproto proxies! how can that be?! I uninstalled telegram and reinstalled it. didn't help. tested the same proxy on another laptop and smartphone and they are both working like a charm :( I don't get it. I really appreciate any help.
