Received reply from data owner:

Yes, you can use any datasets on our Open Data website, including those. You may find more value in this dataset https://openac-alcogis.opendata.arcgis.com/datasets/allegheny-county-addressing-street-centerlines which includes the rest of the roads in Allegheny County.

This dataset was processed with Cygnus resulting 169.337 mi of roads that did not have names in OSM but had names in local data. These roads have been reviewed, and for 50.63% (85.731 mi) the names have been added. The remaining 49.37% (83.606 mi) consisted of false positives, or cases where local data was not enough to add the name, and have been skipped.
