Received reply from data owner:

You can reuse the data from PASDA. However, you need to check each metadata record to see if there are any use constraints. For those files I don't believe there are but you will want to double check. Maurie

This dataset data was processed with Cygnus resulting 34.3 mi of roads that did not have names in OSM but had names in local data. These roads have been reviewed, and for 61.52% (21.1 mi) the names have been added. The remaining 38.48% (13.2 mi) consisted of false positives, or cases where local data was not enough to add the name, and have been skipped.
