We are considering using this dataset for our future edits in Minneapolis-St Paul metro area:

Anoka County Road Centerlines dataset

License type:

Per Anoka County Board Resolution #2014-TR11, various Anoka County GIS data sets are now available for download. There is no cost associated with this data and a no signed license agreement is required. However, potential users must acknowledge the legal disclaimer prior to beginning the download.

Received reply from data owner:

We do not sign license agreements or give consent for specific uses of our data, but there are no restrictions. John Anoka Co GIS

The local data file was processed with Cygnus resulting 63 mi of roads that did not have names in OSM but had names in the local data file. These roads have been reviewed, and for 82.5% (52 mi) the names have been added. The remaining 17.5% (11 mi) consisted of false positives, or cases where the local data file was not enough to add the name, and have been skipped.
