License type - unknown.

Sent email to data owner to check license compatibility.

Received reply from data owner:

You have our permission to re-use the NH Public Roads shapefiles. As you know these files can be found on the NH GRANIT, the NH GIS data clearinghouse are open to public and private consumption.
